No CommentsFollowing is the text of the Prime Minister, Dr. Manmohan Singh’s Address to the Nation on The Fundamental Right of Children to Elementary Education: “About a hundred years ago a great son of India, Gopal Krishna Gokhale, urged the Imperial Legislative Assembly to confer on the Indian people the Right to Education.
About ninety years later the Constitution of India was amended to enshrine the Right to Education as a fundamental right.
Today, our Government comes before you to redeem the pledge of giving all our children the right to elementary education. The Right of Children to Free and Compulsory Education Act, enacted by Parliament in August 2009, has come into force today.
The Fundamental Right to Education, as incorporated in our Constitution under Article 21 A, has also become operative from today. This demonstrates our national commitment to the education of our children and to the future of India.
We are a Nation of young people. The health, education and creative abilities of our children and young people will determine the wellbeing and strength of our Nation.
Education is the key to progress. It empowers the individual. It enables a nation.
It is the belief of our government that if we nurture our children and young people with the right education, India’s future as a strong and prosperous country is secure.
We are committed to ensuring that all children, irrespective of gender and social category, have access to education. An education that enables them to acquire the skills, knowledge, values and attitudes necessary to become responsible and active citizens of India.
To realise the Right to Education the government at the Centre, in the States and Union Territories, and at the district and village level must work together as part of a common national endeavour. I call upon all the State Governments to join in this national effort with full resolve and determination. Our government, in partnership with the State governments will ensure that financial constraints do not hamper the implementation of the Right to Education Act.
The success of any educational endeavour is based on the ability and motivation of teachers. The implementation of the Right to Education is no exception. I call upon all our teachers across the country to become partners in this effort. It is also incumbent upon all of us to w
ork together to improve the working conditions of our teachers and enable them to teach with dignity, giving full expression to their talent and creativity.
Parents and guardians too have a critical role to play having been assigned school management responsibilities under the Act.
The needs of every disadvantaged section of our society, particularly girls, dalits, adivasis and minorities must be of particular focus as we implement this Act.
I was born to a family of modest means. In my childhood I had to walk a long distance to go to school. I read under the dim light of a kerosene lamp. I am what I am today because of education.I want every Indian child, girl and boy, to be so touched by the light of education. I want every Indian to dream of a better future and live that dream.
Let us together pledge this Act to the children of India. To our young men and women. To the future of our Nation.”

National Commission for Protection of Child Rights (NCPCR) has reacted on the death of the 8 year old student Akanksha. It has asked for a probe in the death of Akanksha. NCPCR said, “It’s a shocking incident. Despite our efforts such incidents are on a rise. The state governments are not adhering to the guidelines. In this particular case, there is a loss of life. We will ensure that strict action is taken in this case. Its a violation of child rights. We are shocked by the teacher’s brutality. It is shocking that a teacher could beat a student to death. UP government must probe the death of the student.”Not bringing her text book to class proved fatal for 8-year-old girl Akanskha, a student of a primary government school in Auraiyya district of Uttar Pradesh.
The young girl apparently suffered internal injuries when she was boxed by the class teacher. The teacher has been detained but no case registered is so far.
Akansha is the daughter of a small farmer of Sarai-khati village on the outskirts of Auraiyya. Her father says his daughter loved school and had forgotten a book but was a regular student. A case of corporal punishment has taken away the life of a young one//
Station officer (SO) Achchalda police station, senior sub-inspector (SSI) Deepak Misra, quoting the contents of the complaint filed by Madan Lal, said that Akansha was attending her regular classes on Monday (December 21, 2009) at Saraikhati Primary Paathshala when she discovered that she had forgotten to bring one of her Hindi text books with her. According to Madan Lal, even before her class teacher, Amar Singh Gautum, could find out about it, an unsuspecting Akansha herself informed him about it.
Allegations are that Gautum got so agitated on her mistake that he boxed her on her neck from the back, before she could get back to her seat. Initially complaining of slight pain in her neck and back, Akansha went home after the classes were over and informed her father about it, though initially Madan Lal did not take the issue seriously.
However, when Akansha got up on Tuesday morning, she complained of severe pain in the neck and refused to go to school. By Tuesday night, she started suffering blackouts. Concerned with the deteriorating condition of Akansha, Madan Lal, on Wednesday morning, approached the local police but managed to get a case lodged only on the intervention of district police chief Sridhar Pathak.
While initiating the proceedings of lodging an FIR, the police sent Akansha along with Madan Lal and a constable from the police station for medical examination of the victim. “The doctors at the PHC said that some mandatory tests needed to be done and referred her for the Auraiyya district hospital,” Madan Lal said, adding: “But she died on way to the hospital,” as he broke down inconsolably.
Though initially Akansha’s parents, after being informed by the victim’s classmate about the incident, did not pay much heed to the reports that Akansha was beaten to death by her class teacher, however once her condition began to deteriorate, they decided to approach the police. But it was perhaps a bit too late by then.
“Prima facie evidences were surely strong enough to at least merit a proper investigations. We have sent the body to Etawah for post-mortem examination which was likely to be complete by Thursday afternoon. We have detained the teacher but will wait for the post-mortem report to establish the cause of death, and initiate action against the accused, accordingly,” Pathak said.
The accused teacher, however, refuted allegations levelled against him while talking to TOI on phone. “I have been teaching young children for quite a few years now. How could have I done such a thing,” he said, adding: “the family seems to have been informed wrongly about my conduct.”

‘Incredible India’ Wins World Travel Award

The Incredible India campaign of ministry of tourism received yet another feather in its cap, when it was conferred with the World Travel Award for the best destination marketing campaign. The Minister of Tourism, Kumari Selja received this award at the glittering event organized in London on 9th November, 2009. The promotional video being used for the overseas campaign was broadcast during the event, much to the delight and appreciation of the audience. The others present were Devesh Chaturvedi, Additional Director General (Tourism) and Director, India Tourism, London Mr Jagdish Chander.INAUGURATION OF INDIA PAVILION AT WTM-2009
On 10th November, 2009 the Tourism Minister inaugurated the India pavilion at the World Travel Mart by lighting of the traditional lamp. Those present were High Commissioner of India to U.K and senior office bearers of travel trade.
World Travel Market (WTM) is one of the premier international travel related events, which provides an effective platform for showcasing and sourcing new products and services and to learn about the latest international trends and patterns affecting tourism to various regions.
Incredible India has an imposing presence in the mart with a total of 83 participants as co-exhibitors in the India Pavilion. These include Air India, ITDC/ Organizing Committee (Commonwealth Games 2010), 60 Travel Agents / Tour Operators / Hotels and 21 State Governments / UTs.
The theme of the India Pavilion this year is the “Commonwealth Games 2010” to be hosted in Delhi in 2010. The new creatives of the Ministry for promoting the Games as well as images of the mascot “Shera” are being displayed prominently in the Pavilion.
ASIAN GUILDS AWARD
Later in the day, the Union Minister tourism, received the ASIAN GUILD AWARD at the House of Lords, which recognized the contribution made by the Incredible India campaign in spreading awareness about India among the Asians living in U.K.
The eminent personalities present during the event were Lord Peter Archer, President, The Asian Guild, Lord King of West Bromwich, the chairman, The Asian Guild and Tom Watson, MP, Advisor to PM, Tourism Ministers of the state of Jammu & Kashmir, Mr Nawang Rigzin Jora and Mr Nasir Aslam Wani and the High Commissioner of India in U.K Mr Nalin Surie.
Speaking on the occasion, the Minister of Tourism stated that the “Incredible India” initiative was conceived with an objective to brand the country as a unique, vibrant and inclusive identity. The “Incredible India” brand line and campaigns have since grown by leaps and bounds, so much so that the terms “Incredible” and “India” are now almost synonymous – and not only while referring to the immense tourism potential of the country.
There is no doubt that the Incredible India initiative has positioned the country in the mind of the discerning traveller, re-enforced interest in the country and contributed in generating awareness about India among the younger generations. The successful campaigns have also created a sense of pride amongst the Indian communities residing in different parts of the world, including the United Kingdom. The present award is in recognition of these efforts.
The minister stated that the Indian Government, in close association and collaboration with all stakeholders in the tourism industry will continue to work towards building of the “Incredible India” brand. Initiatives have been taken to develop tourism infrastructure, improve the quality of services and develop new tourism products such as Medical, Wellness and Rural Tourism, which offer the visiting tourist a rejuvenating and enriching experience.
